Information Session for Imam-Khatibs on Safe Labour Migration and Prevention of Employment Fraud Abroad

16 July 2026

On 15 July 2026, an Information Session for Imam-Khatibs of Tajikistan’s congregational mosques was held at Rumi Hotel in Dushanbe. The event aimed to strengthen the capacity of imam-khatibs on issues related to safe and regular labour migration, prevention of employment-related fraud abroad, and protection of migrant workers’ rights.

The session brought together representatives of the Ministry of Labour, Migration and Employment of Population of the Republic of Tajikistan (MOLMEP), the General Prosecutor’s Office, the Ministry of Internal Affairs, the International Centre for Migration Policy Development (ICMPD), and imam-khatibs from different regions of the country.

During the event, participants received information on the activities and services of the Migrant Resource Centre (MRC), key risks associated with labour migration, important legislative changes in destination countries, and the most common violations committed by citizens of the Republic of Tajikistan abroad. Special attention was given to employment fraud, online scams, and the activities of illegal intermediaries.

Representatives of the General Prosecutor’s Office delivered a presentation on preventing citizens from becoming involved in terrorist and extremist activities, while representatives of the Ministry of Internal Affairs provided information on combating trafficking in persons and protecting potential victims of human trafficking.

As a practical outcome of the session, participants discussed mechanisms for continued cooperation and established a dedicated WhatsApp group to facilitate rapid information exchange and ongoing communication with imam-khatibs. The group will support the dissemination of official information, updates on migration legislation, and awareness-raising messages on safe labour migration among local communities.

The event contributed to strengthening cooperation between religious leaders, government institutions, and migration stakeholders, while enhancing outreach efforts aimed at promoting safe and informed labour migration.
